From Legacy ECMS to Modern Construction Management: Marion County’s OneOffice Success Story

Located in the heart of Oregon’s Mid-Willamette Valley, Marion County serves more than 347,000 residents across nearly 1,200 square miles and 20 incorporated cities, including the State Capital of Salem. The County’s Public Works Department manages a diverse portfolio of transportation and infrastructure projects that require effective planning, construction oversight, financial accountability, and long-term record management. 

Following a competitive Request for Proposal (RFP) process, Marion County selected RTVision’s OneOffice platform to replace its legacy Engineering Construction Management System (ECMS) and establish a modern, centralized construction management environment. 

The Challenge

Marion County’s existing construction management system had reached the end of its useful life and no longer met the operational needs of Public Works staff. 

The County faced several challenges: 

  • Reliance on an outdated and retiring construction management system

The Solution

OneOffice Construction Management 

After evaluating available solutions through a formal procurement process, Marion County selected OneOffice to provide a comprehensive Engineering Construction Management System designed specifically for public sector infrastructure projects. 

OneOffice enables Marion County to manage estimates, bid recording, contracts, construction activities, project documentation, schedules, and financials within a single system. The platform centralizes daily inspection reports, quantities, photos, change orders, payments, and project communications while providing real-time visibility into project status and financial performance. 

In addition to improving internal project management, OneOffice enhances collaboration with contractors, consultants, and other project stakeholders by providing a consistent platform for sharing project information, tracking communications, and managing contract documentation.
